It was first established as Kobe Higher Commercial School (神戸高等商業学校) in 1902. The first president was Mizushima Tetsuya (水島銕也, 1864-1928), who dedicated himself to the refinement of the school into "Higher Commonsense School". The school later developed into Kobe University of Commerce (神戸商業大学) in 1929, which was forced to be renamed Kobe University of Economics (神戸経済大学) in 1944.

In 1949, under Japan's new educational systems, the university was merged (with other 4 schools) into Kobe University.
