Kolchuga passive early warning radar was developed in Ukraine (1993–2000). Its detection range is up to 800 km (500 miles), surpassing the best contemporary Russian and U.S. systems.
In 2002 the U.S. State Department accused Ukraine of selling Kolchuga to Iraq, based on recordings supposedly made by Mykola Mel'nychenko. This was followed by political steps from NATO and the United States. No material confirmation has been found in Iraq.
