Theodore R. Cogswell, (born 1918, died 1987), was an American science fiction author. His first published story was The Specter General (Astounding Jun 1952), a humourous story in which a long forgotten maintenance brigade of the Imperial Navy reinvigorates the Empire. Never a prolific writer, he wrote less than forty science fiction stories, most in a similar lighthearted vein as his first.

He was also the editor of the longrunning "fanzine for pros", Proceedings of the Institute for Twenty-First Century Studies, a collection of which was published in 1993. In this, writers and editors discussed their and each others' works.

During the Spanish Civil War he served as an ambulance driver on the Republican side.
